CASPER, Wyo. (AP) — Casper officials are trying to decide what to do with an estimated 40,000 trees that are dead or dying, and they want to make sure tree-cutting is done right.

The city is considering tough licensing for tree cutters, making it more difficult for unlicensed workers and firms to offer tree-cutting services. The city council delayed action on the proposal, saying more study is needed.

Applicants would have to either pass a parks division test or be certified by the International Society of Arboriculture to be licensed in Casper. It would only apply to people who are hired to cut down trees.

About 8,000 of the trees are large enough to pose a danger if they fall.
